Approved Budget For the Contract



The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the procurement year 2018 intends to apply the above-cited sum(s), being the Approved Budget for the Contract (ABC) to cover payments under the above-cited contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for the above-cited services to be procured. It is understood that suppliers, contractors, consultants and/or service providers, etc. must have duly-qualified also and/or have submitted their eligibility “Class A” and other requirements for evaluation during the appropriate Registration undertaken in procurement year 2018; and, which, eligibility requirements/documents shall be kept on file, updated and/or maintained in the permanent registry of qualified Provincial Government of Laguna suppliers, contractors, providers, etc.. Interested parties may secure official Bid Documents from the Technical Working Group (TWG). Delivery of the services shall be expected within the above-cited delivery period/contract duration. Bidders should have completed as of the date of submission and receipt of bids and/or within a period of five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. “Instructions to Bidders.” Bidding shall be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as, the “Government Procurement Reform Act”. Bidding shall be restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours.

A complete set of Bidding Documents may be purchased by interested Bidders on the scheduled date from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount stated in the Cost of Bidding Documents. The Provincial Government of Laguna will hold a Pre-Bid Conference on the scheduled date and venue, which shall be open only to all interested parties who have purchased the Bidding Documents. Bids must be delivered to the address below on October 5, 2018. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required amount. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the scheduled venue. Late bids shall not be accepted. The Provincial Government of Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
