Brief Description:           Component 1: An e-GovERnment Customized and Developed Software Application Licenses for Revenue Generation that includes the following components and runs on an Online Transaction Processing (OLTP) and client-server architecture:”

a.    Software Application Licenses for Real Property Tax Administration System (Assessment and Collection) for Province and 26 Municipalities with cloud computing and SMS features

b.    Software Application License for Miscellaneous Revenues Collection System

c.    Software Licenses

d.    Technical/Consulting Services for the Provincial Capitol

1.    Project Management and Implementation Services

2.    Software Installation, Customizations and Modifications Services

3.    Technical Supervision on Database Build-up of Real Property Tax (RPT) records covering the collection and assessment records of the Provincial Treasurer and Assessor with its counterpart RPT records in 26 Municipalities

4.    Technical Supervision on Scanning of RPT records covering the collection and assessment records of the Provincial Treasurer and Assessor with its counterpart RPT records in 26 Municipalities

5.    Training Services

6.    Onsite and Offsite Technical Support Services for 3 Years

e.    RPTA Database and Back up/Report Server, Data Server, Server Accessories, Appliances, Switch and Router

Component 2: An e-GovERnment Customized and Developed Geographic Information System (GIS) Software Application Licenses that includes the following components and runs on a client-server architecture:”

a.    Software Application Licenses for GIS: Parcel Mapping, Planning and Engineering, Disaster Risk Reduction Management, and other Social and Economic Services

b.     Software Licenses

c.    New Color Orthophotos and Satellite images covering the whole area of the Province of Laguna

1.    New color aerial photography with a nominal scale of 1:15,000 and nominal flying height of 7,500 feet

2.    Orthophoto and 3D Photogrammetic Mapping

3.    Ground Control Survey

4.    Digital Orthophoto and Topographic Mapping with data of at least 1-meter interval of the whole terrain of the Province of Laguna

5.    New satellite images with spatial resolution of at least 2.5 meters and at least four (4) spectral bands (visible green, visible red, near infrared and short wave infrared)

d.    Digital Geographic Information

1.    Polygon Coverage of Barangay, Section, City/Municipal Boundaries with Labels

2.    Polygon Coverage of Land Parcels with Property Identification Number

3.    Polygon Coverage of Buildings, Parcels with Building PIN base on the Land Parcel

4.    Road Polygons and Road Network with Street Names in polygon and polyline files

5.    Thematic Maps, Templates and Reports

e.    Technical/Consulting Services for the Provincial Capitol

Approved Budget For the Contract:          P120,000,000.00

Delivery Period for Goods:                       The Computerization Project is expected to be fully operational within eight months (240 days) upon issuance of Notice Award (NOA)

Contract Duration for Technical Support:  3 Years

 

The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the year 2011 intends to apply above-cited sum(s), being the Approved Budget for the Contract (ABC) to payments under above-cited contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for above-cited project for procurement.  Delivery of component Goods and performance of the Technical Support services are required to be duly-undertaken within the above-cited delivery period and contract duration, respectively. Bidders should have completed, as of the date of submission and receipt of bids and/or within a period of two (2) years, a contract similar to the Project; and/or engaged actually in the I.T. business with known and proven capacity and competence to provide above-described project requirements and/or services. The description of an eligible bidder shall be contained in detail in the Bid Documents, particularly, under Section II thereof, on “Instructions to Bidders.” Bidding shall be conducted through open competitive public bidding procedures implementing the usual standard measure of non-discretionary “pass/fail” criterion via the Quality-Cost Based Evaluation (QCBE) assessment method as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known, as the “Government Procurement Reform Act”. Bidding shall be restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours.

A complete set of Bid Documents may be purchased by interested Bidders on the above-scheduled date from the address indicated below and upon payment of a nonrefundable fee for the Bid Documents in the amount of P75,000.00. The Provincial Government of Laguna shall hold a Pre-Bid Conference on the scheduled date and venue, which shall be open to all interested parties who have purchased the Bid Documents. Bids must be delivered to the address below on April 25, 2011. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required sufficient amount. Bids shall be opened in the presence of the Bidders or their duly-authorized representatives who choose to attend at the scheduled date, time and venue. Late bids shall not be strictly accepted. The Provincial Government of Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders, for any reason(s) whatsoever, and always for the greater interest and welfare of the Province, its government and the public-at-large, as determined unanimously by herein procuring entity’s BAC with concurrence of its Head of Procuring Entity (HOPE) .
