The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the procurement year 2016 intends to apply the above-cited sum(s), being the Approved Budget for the Contract (ABC) to cover payments under the above-cited contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for the above-cited services to be procured. It is understood that suppliers, contractors, consultants and/or service providers, etc. must have duly-qualified also and/or have submitted their eligibility “Class A” and other requirements for evaluation during the appropriate Registration undertaken in procurement year 2016; and, which, eligibility requirements/documents shall be kept on file, updated and/or maintained in the permanent registry of qualified Provincial Government of Laguna suppliers, contractors, providers, etc.. Interested parties may secure official Bid Documents from the Technical Working Group (TWG). Delivery of the services shall be expected within the above-cited delivery period/contract duration. Bidders should have completed as of the date of submission and receipt of bids and/or within a period of two (2) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. “Instructions to Bidders.” Bidding shall be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as, the “Government Procurement Reform Act”. Bidding shall be restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours.

The Provincial Government of Laguna will hold a Pre-Bid Conference on the scheduled date and venue, which shall be open only to all interested parties who have purchased the Bidding Documents. Bids must be delivered to the address below on April 4, 2016. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required amount. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the scheduled venue. Late bids shall not be accepted. BACKGROUND

 

The project consists of the following parts; supply, delivery, installation, testing and commissioning of a provincial disaster risk reduction and management system, and implementation of a modernized command and control center with a system that will utilize all surveillance, telemetering and weather stations.

Weather stations must be operated via the GSM connectivity for contingency and maintenance purposes

The system shall have an Automatic Network Switching capability in times of connection losses

The system shall have an Air Control System that manages the Wireless Network Devices, Checks wireless network device Status and activity, through a drone control system.

  • The System shall have an artificial intelligence especially in defining measurements such as different energy parameters, water level, rainfall, temperature, and other environmental sensors
  • Remote Control of auxiliary electronic devices via Smart Devices application software and video management system
  • Shall be capable and ready for integration with other modular systems such as for Access Control, Building and Energy Management.

The system components to be installed and used must be free from infringement on the copyright or other intellectual property right of the software/hardware developer, company and/or owner

Licensed Software should be able to run on both Linux and Windows Operating System

Customized and Licensed Mobile Application must be available and compatible to Android and IOS Mobile units

The Province of Laguna logo must be embedded on application software user interfaces as part of the initial customization

Bidder must have at least 3 year experience related to Command & Control Center Information Systems, city-wide interconnectivity and surveillance setup and 3rd party hardware and software integration and must have at least 5 satisfied reference sites. Should have at least 2 satisfied reference Sites showing a good track record with the LGUs

Part of the eligibility documents is a certification that the bidder has presented their proof of concept of the project and has met the criterion set by the technical specifications.

A checklist will be attached with this Terms of Reference and all items on the list should be demonstrated by the bidder. Failure to do so will render the bidder disqualified.

The bidder must submit architectural designs and shop drawings for Command Center Consoles, Data Cabinets, and Office Renovations.
