Brief Description

:

Component 1: An e-GovERnance Software Application Package that includes the following components and runs on a “Cloud-Computing Environment:”

1.1.  A Geographical Information System (GIS) of the Province of Laguna that

             can provide the geographical information requirements of herein 

             component no.  1.3:

1.1.1. New Orthophotos

             1.1.2. Digital Geographic Information

             1.1.3. Software Application Licenses

             1.1.4. Technical/Consulting Services for the Provincial Government of

                        Laguna

       1.1.5. GIS Application Server and Switch  

1.2. A database of Real Property Units in the Province of Laguna and   

       database of other related information that meets database requirements of

       component 1.3;

             1.2.1. Software Application Licenses

             1.2.2. Technical/Consulting Services for the Provincial Government of

                        Laguna

             1.2.3. RPTA Database and Back up/Report Server, Data Server, Server 

                      Accessories, Appliances, Switch and Router

1.3. A browser-based and GIS-enabled application system package that

      supports the following operations:

            1.3.1. Real Property Tax System (RPTAS)

            1.3.2. Planning and Engineering

            1.3.3. Disaster Risk Reduction Management

            1.3.4. Executive Information System

            1.3.5. Other Social and Economic Services

 

Component 2. Installation of Computer Hardware and Connectivity Infrastructure for about e-GovERnance Software Applications under heretofore project component 1:

1.       Delivery and Installation of Data Center Facility at the Provincial Capitol Compound;

2.       Delivery and Installation of Workstations and Accessories at involved offices and/or component LGU units;

3.       Delivery and Installation of Connectivity Infrastructure that connects the Data Center and component LGU operation units.

The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the year 2011 intends to apply above-cited sum(s), being the Approved Budget for the Contract (ABC) to payments under above-cited contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for above-cited project for procurement.  Delivery of component Goods and performance of the Technical Support services are required to be duly-undertaken within the above-cited delivery period and contract duration, respectively. Bidders should have completed, as of the date of submission and receipt of bids and/or within a period of two (2) years, a contract similar to the Project; and/or engaged actually in the I.T. business with known and proven capacity and competence to provide above-described project requirements and/or services. The description of an eligible bidder shall be contained in detail in the Bid Documents, particularly, under Section II thereof, on “Instructions to Bidders.” Bidding shall be conducted through open competitive public bidding procedures implementing the usual standard measure of non-discretionary “pass/fail” criterion via the Quality-Cost Based Evaluation (QCBE) assessment method as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known, as the “Government Procurement Reform Act”. Bidding shall be restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours.

A complete set of Bid Documents may be purchased by interested Bidders on the above-scheduled date from the address indicated below and upon payment of a nonrefundable fee for the Bid Documents in the amount of P75,000.00. The Provincial Government of Laguna shall hold a Pre-Bid Conference on the scheduled date and venue, which shall be open to all interested parties who have purchased the Bid Documents. Bids must be delivered to the address below on March 14, 2011. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required sufficient amount. Bids shall be opened in the presence of the Bidders or their duly-authorized representatives who choose to attend at the scheduled date, time and venue. Late bids shall not be strictly accepted. The Provincial Government of Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders, for any reason(s) whatsoever, and always for the greater interest and welfare of the Province, its government and the public-at-large, as determined unanimously by herein procuring entity’s BAC with concurrence of its Head of Procuring Entity (HOPE) .
