The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the procurement year 2012 intends to apply the above-cited sum(s), being the Approved Budget for the Contract (ABC) to cover payments under the above-cited contracts. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for the above-cited Works to be procured. It is understood that suppliers, contractors, consultants and/or service providers, etc. must have duly-qualified also and/or have submitted their eligibility “Class A” and other requirements for evaluation during the appropriate Registration undertaken at the start of current procurement year 2012; and, which, eligibility requirements/documents shall be kept on file, updated and/or maintained in the permanent registry of qualified Provincial Government of Laguna suppliers, contractors, providers, etc.. Interested parties may secure official Bid Documents from the Bids and Awards Committee (BAC) Secretariat. Any other interested parties who may wish to bid shall only be entitled upon compliance and/or due qualification in the same and/or similar manner as those registered with herein procuring entity Provincial Government of Laguna. Completion of the Works is required within the above-cited contract duration. Bidders should have completed as of the date of submission and receipt of bids and/or within a period of ten (10) years, a contract similar to the Project. Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. “Instruction to Bidders.” Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours.

A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount stated in the Schedule of Prices. The Provincial Government of Laguna will hold a Pre-Bid Conference on the scheduled date and venue, which shall be open only to all interested parties who have purchased the Bidding Documents. Bids must be delivered to the BAC Secretariat at the address below on May 21, 2012. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required amount. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. The Provincial Government of Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
